Paywalls. Subscriptions. Article Processing Charges. For too long, financial barriers have kept high-quality scholarship produced by Dartmouth researchers from reaching every community it might benefit. To address this, dedicated teams across the Libraries are implementing new approaches and iterating on existing strategies to significantly expand and promote public access to Dartmouth scholarship. Our efforts are more urgent than ever before as research funders increasingly mandate that researchers publish their articles and data open access.
Open access publishing removes paywalls for readers around the globe, but making research open can come with costs for researchers. These costs take two primary forms: expensive article processing charges and valuable researcher time. One approach Dartmouth Libraries are taking to reduce researcher expenses is to negotiate inclusive read-and-publish agreements with publishers that allow Dartmouth authors to avoid or reduce article processing charges. Researchers at the Geisel School of Medicine at Dartmouth avoided paying over $180,000 in publishing fees in fiscal year 2026 alone due to these agreements. That same year, our investments also supported the publication of over 100 OA articles by Dartmouth authors. In 2025 and 2026, respectively, we negotiated agreements with Elsevier and SAGE that increased the number of journals these agreements cover to over 4,000.
